Org. Setting and Reporting

This position is located within the Office of the Special Representative of the Secretary-General (SRSG) on Sexual Violence in Conflict in New York. The incumbent will report to the Senior Programme Officer/Team Leader for Programmes and Communications. The team is comprised of a Team Leader, a Deputy Team Leader, an Advocacy and Information Analyst Officer, a Public Information Officer, a Programme Officer, two Associate Programme Officers and a Programme Assistant.

Responsibilities

Under the direct supervision of the Team Leader for Programmes and Communications, and working in close collaboration with the Deputy Team Leader, the Programme Officer will be responsible for:
• Monitoring countries and situations of concern through the review of situation reports from UN peace operations, reports from UN agencies, Non-Governmental Organizations and other key partners, and through regular liaison with Women Protection Advisors and other relevant field staff.
• Drafting talking points and speeches for the SRSG, supporting the gathering and review of information from different sources for the annual report of the Secretary-General (SG) on conflict-related sexual violence and providing relevant inputs to various SG reports and UN policies and guidelines.
• Providing planning and logistical support to SRSG high-level missions.
• Supporting information management and trend analysis of reported sexual violence incidents including through refining existing tools related to the monitoring and reporting arrangements (MARA) on conflict-related sexual violence.

Education

Advanced university degree (Master’s degree or equivalent) in social sciences, international law, gender studies, international relations, political sciences or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in women, peace and security, human rights, humanitarian affairs, political affairs or related areas is required. Experience in addressing, monitoring or reporting on issues related to sexual violence in conflict or post-conflict contexts is required. Field experience in conflict or post-conflict settings is required. Experience in implementing safe and ethical practices of data collection and in supporting information management system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of French is strongly desirable. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

• This position is temporarily available until 31 December 2018. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
